Houston Region Hospital Report Cards
HBCH developed the Houston Region Hospital Report Cards for employers and other purchasers of healthcare to use as a tool in partnership with their benefits consultants and health plan representatives. Together, they can design a benefits plan that incentivizes the use of high-value hospitals. The report card for each hospital provides a mix of safety, quality, and financial metrics.
The safety and quality data are derived from three sources: the Leapfrog Hospital Safety Grade and the Leapfrog Hospital Survey from The Leapfrog Group, and the Centers for Medicare and Medicaid Services (CMS) Star Rating. Financial metrics such as price paid by employers compared to Medicare pricing, commercial operating profit margin, and commercial breakeven – the amount employers need to pay for a hospital to cover its operating expenses, are derived from the latest National Academy for State Health Policy (NASHP) Hospital Cost Tool and the RAND Hospital Price Transparency Study.

Hospital Report Card Summary
- Houston employers paid an average of 250% relative to Medicare pricing with a range of 127-368%
- The commercial breakeven, the amount employers need to pay for the hospital to cover all its operating expenses, is 137%
- CMS Star Ratings (32 hospitals) ranged from two stars (6 hospitals) to five stars (6 hospitals)
- Leapfrog Safety Grades (42 hospitals) ranged from A (12 hospitals) to C (eight hospitals)
- 45 of 56 hospitals completed the Leapfrog Survey, of which 22 fully completed the survey.
