Jennifer Hoff joined TX Health Benefits Pool in 2018 as its Executive Director. Jennifer has 29 years of experience working with public entity employers to solve complex challenges in the area of employee benefits, insurance and risk management. She is passionate about the power of pooling for public entities. In her current role, Jennifer has led several initiatives to modernize the Pool, such as the transition to BCBSTX, implementing a transparent PBM, introducing Direct Primary Care programs, and numerous technology projects.

Prior to joining TX HB, she served as Executive Director of the Political Subdivisions Workers’ Compensation Alliance, an interlocal agency that maintains a workers’ compensation health provider network for cities, counties, school districts, water districts and community centers. The Alliance network was consistently rated as one of the top performing networks in the state by the Texas Department of Insurance because of the quality of care, quick return to work, and member satisfaction. By utilizing high quality providers, members saw better clinical outcomes as well as lower overall workers’ compensation costs.

Prior to the Alliance, Jennifer served as the Deputy Director of Risk Management Services where she was responsible for managing three risk pools at the Texas Association of Counties (TAC). While at TAC she helped to build their health benefits pool from 45 counties to more than 180 counties through partnering with key vendors to self-insure the pool, implementing robust wellness programs, and developing member self-service tools for eligibility and billing. She oversaw the underwriting teams for group health, property, liability, workers’ compensation, auto and unemployment compensation coverage.

Jennifer has a B.A. in Speech Communications from Sam Houston State University; and has also earned accreditations as a Managed Healthcare Professional from the Health Insurance Association of America, and an Associate in Risk Management (ARM) from the Institutes.
