Dr. Frank Webster is the Behavioral Health Chief Medical Officer for Blue Cross and Blue Shield Plans in Illinois, Montana, New Mexico, Oklahoma, and Texas (as part of Health Care Service Corporation-HCSC) supporting more than 16 million members. He is responsible for development and clinical strategy, and oversight of behavioral health care managed programs, including medical management, utilization management, case management, quality improvement, appeals, and medical policy.  There are over 450 employees in the behavioral health clinical operations area.  Dr. Webster is the liaison to physician consultants, providers, and health care staff for medically related issues.   Dr. Webster is heavily involved in data and analytics (one of his driving passions) at Blue Cross Blue Shield, and teaches Health Informatics at the University of Texas at Tyler, in their Masters of Public Health Program. 

Dr. Webster is focused on expanding access to outpatient behavioral health services and expanding the use of Measurement Based Care. 

Previously, Dr. Webster held roles in Behavioral Health as senior medical director for five years (2013-2018) and senior executive medical director for two years (2019-2020) prior to assuming his current position. 

From 2006-2013, Dr. Webster was Medical Director of Psychiatric Emergency Services at UT Southwestern Medical Center at Dallas, and Parkland Memorial Hospital, and in 2008 Medical Director of Psychiatric Emergency services at Green Oaks Hospital in Dallas.  He also served as Medical Director of Psychiatric Services for the City of Dallas mass shelter program during Hurricanes Gustav, Ike and Harvey. He received awards from Mental Health America and from the National Alliance of the Mentally Ill at both state and national levels.
